Event questions (sorry, but I don't exactly know how to apply the goodies to the event):
Using Full Throttle as Manoeuvre (Basic, Improved, Supreme) works how in the first round?
Using Repulsorlift Enhancers attachment Manoeuvre works how in the first round?
(both increase max speed; do they just increase speed straight, or the difficulty as well)
Do Shortcut & Shortcut (Improved) apply?

Using Full Throttle as a Maneuver means you'll make the associated Average Piloting check to increase the Vehicles top speed, with that top speed being increased by 2 with Supreme. Now, it's important to note that Full Throttle does not bring your current speed up- it only increases the top speed possible. As this also only lasts a number of rounds equal to your cunning it will be important for when you use it/what speed you're at as you will still need to perform the maneuvers to increase your current speed.
Your top speed does not equal your automatic speed as you still need to take maneuvers to speed up. Your current speed is where the difficulty for the roll comes into effect. For example, all NPC's rolled against their current speed (2's and 1's) for their jockeying roll because they increased their current speed into those levels. However, with their speeders they can go a Maximum of 3 without any boosts to possible top speed.
Originally, I had planned not to- because I felt a race would be straight forward/not allow it but this is definitely a race that would allow shortcuts so.. yes! Shortcut and Shortcut improved apply!
Essentially the main gimmick is that you're trying to increase your speed as fast as you can, and you can only increase it so much with the maneuvers/actions as well as strain and system strain available to you. There will be other potential pitfalls across the path that may cause you to also lose speed which you'd then have to try and recoup by the end.
So, the above may be additional information but I believe the simple answer to the last question is: yes. So long as I understand the question.
