Walking through the lived in area of the lower city it is not hard to see the dire straits most people are in down here. Fires build in barrels to give limited light on the streets and the sound of generators running clogs the senses. Some limited modern lighting floods out from between giant sheets in the windows into streets from some of the few buildings important enough to warrant the use of energy for it. Similar sheets are seen throughout the entirety of the residential area as they are used to cover the lived-in buildings.

These covers protect the people within from the grime and soot that comes falling down from above. With the Gonk raiders nearby building and burning large fires at the center of the camp huge columns of smoke and soot rise to the ceiling above and spreading. Occasionally this causes soot rain, of a sort, to come down from above and covers everything in a fine layer. One of many problems for the people of the lower city of which there are no shortage.

With the variety of people down here, a population making up the largest portion of the non-human presence on Bellionas, it is hard to create conditions that are fitting for everyone but the people of the lower city try their best. Working together through a few pillars of the community this small council of sorts work out the problems for their sectors and figure out how best to manage the needs of the many. However, the people aren't totally alone in this endeavor as a infamous swoop gang also resides in the residential area and plays some small part in maintaining the way of life they've worked out down here.
