One person gets one roll for the event, and that's it. So if you roll phase 1, you're not rolling in the other phases. But if your build is a lot of 3s and you have one of the skills at play, I think this is a good time to take your shot.

If any of those seven are one of the four up right now, you may as well roll now, since you literally won't be any better in a later phase.
